Come hear Charlene Heydinger, President TEXAS PACE AUTHORITY and learn how TX-PACE financing contributes $millions in new capital to bridge financing gaps while promoting energy and water saving investment.

Charlene Heydinger is president of the Texas PACE Authority, the nonprofit administrator of 97 Texas PACE programs reaching 73% of the Texas population. These programs have facilitated almost $500 million in energy and water saving capital. Ms. Heydinger also led the legislative effort in support of the Texas PACE Act and the collaboration to create PACE in a Box, the uniform model program of best practices for Texas local governments. PACE Nation recognized Charlene as one of three national 2020 PACE Champions.  Texas PACE Authority was named Outstanding Non Profit of 2023 at the Texas Energy Summit at the Texas Capitol.

Charlene served as general counsel to US House Republican Leader Bob Michel and as counsel to the Senate Judiciary Committee, and House Judiciary and Energy and Commerce Committees. She then served as vice president and Washington counsel for Capital Cities ABC, Inc and as executive director of the Topfer Family Foundation in Austin, Texas.

Heydinger is a member of the Texas, Washington, DC, and Michigan Bar Associations.
